FAHY, Circuit Judge (concurring) :
The Report and Order of the Commission of September 3, 1965 gives support to the position of my dissent from the previous Opinion and Order of this Court of March 26, 1965, 239 F.Supp. 591, 601 , and April 7, 1965, respectively; but I agree with my Brethren that the Report and Order of September 3, 1965, is not in compliance with the earlier Opinion and Order of this Court.
