Weygandt, C. J.,
dissents on the ground that, although rules and regulations promulgated by the Board of Liquor Control under its statutory authority must be reasonable, the record does not disclose circumstances so changed as to render existing regulation 64 now invalid as a matter of law.
Hart, J., concurs in the foregoing dissenting opinion.
