liARMSTRONG, Judge,
concurring in the result.
Even if the appointing authority has attempted to select the best person to fill a vacancy, the procedure used to fill the vacancy must comply with Civil Service Rules. In the present case, it appears that the procedure used did not comply with Civil Service Rule VI Sections 3.1 and 3.2. For that reason, it is necessary to reopen qualifying for the vacancy at issue so that it may be filled in accordance with Civil Service Rules.
