The Petition by the City of Palm Bay for Writ of Prohibition is denied. Boalt v. City Commissioners, City of Miami, 408 So.2d 1080 (Fla. 3d DCA 1982).
The Petition by Rinker Materials Corporation for Writ of Certiorari is also denied.
