ENGLAND, Chief Justice,
concurring in part and dissenting in part.
I concur with the adoption of the rules proposed with two exceptions. As would Justice Overton, I would adopt proposed rules 11.04(3) and 11.13(1) to expedite disciplinary proceedings before the grievance committees.
