## Opinion text

DOMENGEAUX, J.,
respectfully dissents. The Department presented no appraiser in contradiction of the expert testimony of Messrs. Terry, Reinauer and Abelman concerning the “value in use” concept accepted by the district judge. The latter correctly abstained from substitution of his opinions for' those of the experts. We should likewise abstain from so doing. This case should be affirmed.
