dissenting. I must respectfully dissent from the majority’s holding and opinion for the same reasons stated in my dissent and concurrence in State, ex rel. Doersam, v. Indus. Comm. (1988), 40 Ohio St. 3d 201 /204-205, 533 N.E. 2d 321, 325 .
