Per Curiam.
On the gronnds and for the reasons expressed by Silbert, C. J., in his opinion in State, ex rel. Allerton Parking Corp., v. City of Cleveland, 4 Ohio App. 2d 57 , the judgment of the Conrt of Appeals is affirmed.
