concurs in the result only.
ORDER
NOW, July 20, 1990, the Board’s application for relief in the nature of a motion to strike is hereby granted in part and denied in part. The Board’s revocation of Petitioner’s *157 license is reversed and his license is reinstated, and the Board’s imposition of a $1,000 fine is affirmed.
