RITA W. GRUBER, Judge, concurring.
I fully agree that this case must be affirmed. I write simply to note that this unfortunate situation could have been avoided had the parties been able to resolve this matter amicably, as the circuit court suggested on numerous In occasions in the record. Doing so would enable the golf club to continue to operate while enabling the city to improve the airport’s safety and facilities.
