(RAPP, J.,
dissenting.) I respectfully dissent. I agree with the Court’s conclusion on the standing issue. However, I find from the record evidence to support the unique hardships to which this property has become subjected due to its configuration and submerged lands, etc. In addition I do not believe the law requires the board to set forth its findings in any particular format or formal manner.
