BROOKS, Judge.
I concur in the conclusion reached in the foregoing opinion, and believe that the present Constitution, both before and after the amendment of 1891, contained ample express authority whereby the Legislature was authorized to create municipal courts, with authority to try offenses against State as well as municipal law, and will file my views at length later.
