OPINION — AG — ** STATUTE OF LIMITATIONS — APPLICABLE TO PRISONS ** BECAUSE OF THE POSSIBILITY THAT THE STATUTE OF LIMITATIONS OF ACTIONS WOULD BE APPLICABLE TO AN ACTION UPON SUCH A CLAIM (' BOARD OF COUNTY COMMISSIONERS OF WOODWARD COUNTY V.
