OPINION — AG — SENATE BILL NO. 47 IS CONSTITUTIONAL AND IS THEREFORE SUPERSEDES ANY INCONSISTENT MINIMUM QUALIFICATIONS FOR THE POSITION OF PENITENTIARY VOCATIONAL TRAINING SUPERVISOR THAT HAVE BEEN THERETOFORE BEEN ESTABLISHED BY THE STATE PERSONNEL BOARD.
