Stewart, J.,
concurring. I concur in the analysis and statement of the facts by Judge Turner and the conclusions he reaches therefrom, and I concur also in the conclusions of Judge Taft as to the effect of the 1912 amendment of Section 2 of Article XII of the Constitution, and of the 1923 amendment of Section 5353, General Code.
