OYEBTON, J.
I dissent for the reason that I am of the opinion that the ordinance is ultra vires in. so far as it seeks to prohibit the delivery of butchers’ meat in the municipality, sold outside of it, though I concede that the municipality has the right to have butchers’ meat, sold outside of its borders, inspected, at any given place within its boundaries, before delivery therein, but this the municipality has not attempted to do.
