## Opinion text

I concur in the decree herein on the ground that an officer provided for by the Constitution (see Const. 1921, article 14, § 9, p. 100) cannot be deprived by the Legislature of a salary contemplated by the Constitution and assigned to him by law; and to permit that salary to be seized for debt before he received it is in effect to deprive him of it. *Page 322
Of course, the Legislature never intended by Act 184 of 1918, p. 347 to do that which it was wholly without right to do.
